Timezone Database

The organization I work for is currently undertaking a number of projects on Y2K work and we continually find ourselves surfing the various web sites that provide Timezone Converters in order to verify what time it will be when certain cities clock over to the new millennium.  

Please can you inform me of the source for the Timezone Database and add my name to your "mailing list" referred to on Paul Stewart timezone converter web page (www.sandbox.xerox.com).

We are having particular problem with the time in St. Johns USVI as the timezone converters state that there is an half hour difference between itself and the other USVI whereas "our man on the islands" tells us it is in the same timezone as the other USVI.  What do we believe????
