That is ancient, the current australasia file is 7.56 and has all those
problems corrected.

You can fetch the latest ones from elsie.nci.nih.gov or (since you're in
Australia) from munnari.oz.au - in both cases in pub/tzdata2000d.tar.gz
via anon ftp (eg: ftp://munnari.oz.au/pub/tzdata2000d.tar.gz )
>From munnari you can also get the "australasia" file by itself if you
don't need all the rest.
