Patch for Brazil Summer Time 2000.

Hi Arthur,

  Brazil's government changed the rules for the Daylight Summer Time -
AGAIN!

  They changed the start date of it from "Fist Sunday of October" to "Second
Sunday or October".
So in 2000 the BRST will start on 8th of October an not in 1st of October.

   I'm sending a patch for the original "southamerica" timezone file from
ftp://elsie.nci.nih.gov/pub/tzdata2000f.tar.gz
