	Exactly. Simplifying:

	begin:	8/10/2000 - 2nd weekend of October (Sunday)
	end:	18/02/2001 - 3rd weekend of February (Sunday) 

	This probably has to do with our national elections for
governors. We had the 1st turn this the 1st weekend of October
(Sunday). And, we don't want ppl missing the election because
of time savings change. :)
