World Time Zone ?

I am curious as I am doing some research on world time zone.  I am
looking for a time conversion tool for my on line application.  What I
mean is I am looking for a tool where I could enter a city/country
Penang, Malaysia with a time and it could convert it to a time I request
or all times around the globe.  If you are aware of any such tool please
