Changes in Argentina (or not)

Hi,

as I expected in my message last week, the timezone for Argentina will not 
change next Sunday.

Apparently it will do so on Sunday 24th.

Anyway, still the only information is from the paper, the decree is not out 
yet (I keep monitoring it). If you can read Spanish, the article is at

I attach the new diff -c against the 2001c version of southamerica, though it 
would be nice if someone with more experience with this files could check it 
for correctness.

What I wanted to express is the following:

Up to Sunday, June 24th 2001, All the cities in Argentina use -3:00 all year 
long.

At that moment, wall clocks will be delayed 1 hour going back to the 
corresponding geographical zone of -4:00.

>From that time on, summer time will be observed advancing 1 hour at midnight 
the first Sunday in October (using time zone -3:00) and delying back 1 hour 
at midnight the first Sunday in March the following year.

I kinda understood the format of the file, but, as I don't know how the 
software works, I guess I'm being kind of redundant by stating the change in 
the Rule AND in the Zone lines...

Would it be the same if I don't use a specific Rule for the change on June 
24th, make the Rule that changes the first Sunday of March start in 2001 
(i.e. last March) because the Zone line for every City would ignore this 
until June 24th, 2001?
