Perhaps I can help.  As far as I can see, the tables are correct,
despite the seemingly ridiculously short DST.  That is because Brazil
repealed DST in some locations one or two weeks after the clocks were
advanced.  The repeals were effective 2000-10-15 in Pernambuco
(America/Recife) and in Roraima (America/Boa_Vista), and effective
2000-10-22 in Alagoas and Sergipe (America/Maceio) as well as in
Maranhao, Piaui, Ceara, Rio Grande do Norte and Paraiba
(America/Fortaleza).
