corrections to the Brazil timezone data

dear TZ,

I'm reporting an error in the Brazil timezone data I just downloaded
from ftp://elsie.nci.nih.gov/pub/tzdata2001d.tar.gz

according to the <a href="http://pcdsh01.on.br/HvInic01.htm">Brazilian
official page</a> on the subject of DST:

	DST start: 2001-10-14T00:00:00
	DST end:   2002-02-17T00:00:00

unfortunately I'm not familiar with the format of this file so I don't
dare send you a corrected version;
my best guess is that the corrections needed are:
