Congress will decide DST in Mexico

Just today I tripped over an article in the mexican newspaper Reforma (web version) 
that the court case about who have authority about summer time has been settled.
The case was set forward on March 6 by the Capital Chief of Government Andrés
Manuel López Obrador (AMLO) stating that these matters fall outside the authority
of the mexican president Vicente Fox. Fox sent a counter case April 5 2001 to
nullify the initiatives of AMLO. The decision yesterday apparently settles both cases.

The unanimous conclusion by the 10 judges of the Supreme Court of Mexico
was that these matters must be settled under the authority of the Congress, not 
by the president of the republic or by local authorities (like AMLO).

You might consider this somewhat a technical draw between president Fox and
Capital Government Chief AMLO, but this didn't stop AMLO from celebrating the
decision and cheering that this puts a stop on Fox' seizing of power in matters
that should be settled by the mexican Congress.

We will have to wait and see what Congress decides in these matters, for instance
if the stipulated leaving DST Last Sunday of September still stands or not, and if
exceptions in different states will be allowed (such as Sonora and Baja California
Norte).

I am sure this is only the beginning of hefty debates in mexican Congress about the
time zone matters. I will return with more material if I found some, about how
this case develops.
