Name change for Macao?

Google still says that "Macau" is far more popular than "Macao", so
let's leave the names alone for now.  Both names should work, so long
as "backward" is installed.

I noticed that Newsletter V-5 changed the country code for East Timor
from TP to TL.  I'll propagate that into zone.tab and iso3166.tab in
my next proposed patch.
