Brazilian DST changes, again

God, can't they *SETTLE* on a date??? This one was caused by the 
elections. Someone, thinking for a change, realized changing to daylight 
savings time between first and second rounds of national elections would 
be Bad. Of course, they won't think ahead of time and schedule the 
election in a way not to conflict with dst, nor settle on a fixed date 
for dst that won't possibly conflict with elections. So there you have. 
The following link has the precise data (first sunday of november), and 
reference to the decree changing the date.
