Hello,

I would like to inform you that your database contains incorrect 
information about the time observed by the Baltic states Estonia and 
Latvia. According to your database, we are observing 
standard time, but actually we are observing daylight saving time 
currently, so our time is 3 hours in advance w.r.t UTC. 

The DST start and end dates are the same as in EU.

I don't know about Lithuania but, according to 
http://www.worldtimeserver.com/ , it is also observing DST this year.
