Decree on Brazilian Summer time

Hello.

The official decree was finally issued and can be get at
<https://www.planalto.gov.br/ccivil_03/decreto/2003/D4844.htm>.

However, it contains a great infelicity: it clearly states that
summer time is to end at 2004/02/14 00:00.  That would be, for
the strict reader, at midnight from Friday to Saturday.  I am
affraid that they really mean midnight from Saturday to Sunday,
which is consistent with previous editions of summer time.

What are we to do?
