Can you write to the office of the Presidency and ask them to clarify
the situation?  I don't know if they need to issue a new decree to fix
the typo, or whether they can just "interpret" the existing the decree
to mean what it's obviously supposed to mean.  Either way, it'd be
nice to have this clarified.

For now, I'm inclined to leave the data largely alone, but add comments
about the situation, as follows:
