Thanks for the heads-up.  It's interesting that they don't address the
issue of whether this is a permanent change, or is just for this one year.
For now, I'll assume the latter.

Here is a proposed change to the northamerica file that will correct
the error for today's timestamps in the current tzdata for Haiti.

This change also fixes the transitions for the United States in 1883,
improves some references, and removes my email address from that file
(due to spam concerns).

This patch assumes the patch that I circulated a few days ago on this
list, which addressed our current problems with Nicaraguan time stamps.
