TZ changes in Nicaragua, Jordan and Gaza

Thanks for the heads-up. As you mention, reliable data for Gaza in
English is hard to come by, but what little info I can find
corroborates timeanddate.com. Here's a further proposed patch to the
tz database embodying those changes. It assumes the System V patches
I proposed yesterday and also the Georgia / Cuba/ Azerbaijan changes
of a week ago.
