New US DST rules versus federal elections (with prediction)

An oddity of the new US DST rules: in most federal election years the
switch back to standard time comes before the federal election, but in
years when the seventh of November falls on a Sunday, the switch back
comes after the federal election (see below).

Operating under the assumptions that (all other things being equal)
voter turnout is greater when DST is in effect, and given that in recent
years Democrats have been more eager than Republicans for increased
voter turnout, I predict a change in the rules once the implication
sinks in
(possibly before the 2010 elections).
