Timezone file asia

Hi,

The latest version of the timezone data file
ftp://elsie.nci.nih.gov/pub/tzdata2006c.tar.gz
contains the updated time offset for Sri Lanka, but
the text field is set to IST.  I think this needs to be corrected
to LKT.
