I vaguely recall that it's because zic recognizes this situation
specially, and refuses to create the two hour-apart transitions that
the rules would require if applied strictly.  Instead, it merges the
transitions in the common-sense way.

zdump isn't the program that makes this decision; it's zic.  zdump
merely reports what zic did.

If my recollection is correct, ancient versions of zic didn't do that,
and this caused several problems.  I don't remember offhand when this
got changed.

I suppose it couldn't hurt to document this in the zic man page, if
someone wanted to volunteer to do that....
