I'll add GG, IM, and JE in my next proposed set of patches.  The other
countries are uninhabited, though, and the tradition is to omit these
since defacto local time is undefined on them.

I'd rather leave those out, since they're problematic.  EU, FX, and
UK aren't needed for our purposes, surely; some of the others are more
arguable but it's simpler just to omit them all.
