Here are proposed changes to the tz data to reflect the
recently-announced changes for Iran (effective today) and Sri Lanka
(effective next month), along with lower-priority changes for Alberta
and Thule (next year) and historical changes for lots of other places
ranging from Mongolia to Easter Island.
These changes affect only data, not code.
* Changes affecting current and future time stamps.
Asia/Tehran: Iran stopped observing DST, permanently, effective today!

Asia/Colombo: Sri Lanka switches from UTC+6 to UTC+5:30 effective
April 14. (Thanks to Petr Machata for this info.)
America/Edmonton will adopt new US rules, starting 2007 as usual.

but it's a pretty good guess.)
* Changes affecting historical time stamps.
New Zone America/North_Dakota/New_Salem, to reflect the 2003 switch
in Morton county, ND. (Thanks for Gwillim Law for this info.)
Asia/Ulaanbaatar, Asia/Hovd, Asia/Choibalsan: Change all the
1984/1998 transitions to occur at 00:00 rather than at 02:00s,
as per Shanks & Pottenger.
America/Bogota: Switch 1992/1993 DST transitions from
1992-05-02/1992-12-31 to 1992-05-03/1993-04-04 (all transitions at
00:00), as per Shanks & Pottenger.
Asia/Samarkand, Asia/Tashkent: Did not observe DST in 1992, as per
Shanks & Pottenger. (Thanks to Jesper Norgaard Welen for pointing
out the glitch in this area.)
Asia/Samarkand: Fix glitch in 1991 transition reported by
Jesper Norgaard Welen. Fix abbreviation TAST->SAMT when the
time zone was actually Samarkand time, not Tashkent time.
Pacific/Easter: Fix glitch in fall 1982 that caused two phantom
transitions. (Thanks to Jesper Norgaard Welen for this fix.)
America/Anchorage: Use "CAPT" (Central Alaska Peace Time) rather
than CAWT for time stamps between the end of the war in 1945-08-14
23:00 UTC the end of daylight-saving time in 1945. This is for
consistency with other North American zones.
America/Puerto_Rico: Likewise, except for "APT" versus "AWT".
America/Tijuana: Likewise, except for "PPT" versus "PWT".
Europe/Warsaw: Fix fall 1944 transition from Sep 30 22:00:00 to Oct
4 00:00:00 UTC. (Thanks to Jesper Norgaard Welen for this fix.)
America/Montevideo: Correct typo for 1941/1942 DST, which had the
regular and DST columns switched. (Thanks to Jesper Norgaard Welen
for reporting a glitch in this area.)
* Changes affecting zone.tab and commentary, but not the time zone
database proper.
America/Indiana/Vincennes: Remove Martin and Pulaski counties, as
de facto they will be like America/Indiana/Indianapolis.
America/Montserrat: Increase latitude slightly, to escape the
volcano's devastation. (Problem reported by Jesper Norgaard Welen.)
* Changes affecting the web page.
Update URL for World Time Explorer.
Update URL for Royer's draft time zone registration process.
This draft has expired, and I don't know of any successor.
Add URL for iCalendar TIMEZONE Problems and Recommendations.
Add URL for a Timezone Option for DHCP.
* Changes affecting the text of the database, but not the resulting
time stamps.
Use "Sun>=1" rather than "Sun<=7", and likewise for other rules, for

does.
Update commentary for Montserrat to say Cork Hill is now the most
populous location (we think), since Plymouth is buried under volcano ash.
Update commentary for Curacao to reflect Shanks & Pottenger (2003)
rather than Shanks (1999).
