According to the http://www.timeanddate.com/worldclock/city.html?n=107
Turkey is observing DST same as EU but instead of using 1:00 local time,
they are using 1:00u. A closer look in the europe file, will show that
they use EU rule with no change (1:00 local time). According to
unofficial sources in Turkey, and Worldclock representant, the right
value would be 1:00u. Please advice how to proceed to make the data into
the next release of tzdata.
