tz database help

Hi,

   My name is Joseph Thurakal and I am new to tz database.  I am trying to
figure out how to convert historic US central time zone times into another
time zone, and I can't figure this out from the readme files.  Could you
outline how to do this or point me to a good source?  Thanks for your help.
