According to IATA data, Syria will change DST on 21st September this
year:

Standard time +2 hours
DST time +3 hours
Change from standard to DST:

Change from DST to standard:

2007-09-30T21:00
2008-09-30T21:00

This is probably related to Ramadan, like Egypt.
