proposed tz changes for Bahamas, Eucla, Eritrea, Faroe

No, but if there's a need let's put out a new version now.
Here is a proposed set of changes that includes the Bahamas
change, along with the other changes I've saved up.

* Changes affecting future time stamps.

  - The Bahamas also observe the new US DST rules this year.
    (Thanks to Sue Williams for this.)

* Changes affecting TZ names, to reflect typical English practice better.
  The old names are still supported, in the 'backward' file.

  - Rename Africa/Asmera to Africa/Asmara.

  - Rename Atlantic/Faeroe to Atlantic/Faroe.

* A new zone Australia/Eucla, covering the Eucla area.  (Thanks to
  Alex Livingston for this.)

* Changes affecting old time stamps.

  - The 1982 transition for Pacific/Easter occurred Mar 13, not Jan 18.
    Also, the pre-1932 time stamps are now labeled EMT, not MMT, since
    they are not Mataveri Mean Time.  (Thanks to Jesper Norgaard Welen
    for this.)

* The web page is updated to point to a new research on daylight
  saving time in Australia commissioned by the Parliamentary Library.
