TZ database format specification

The "tzfile.5.txt" file that's part of the
ftp://elsie.nci.nih.gov/pub/tzcode2007a.tar.gz and
ftp://elsie.nci.nih.gov/pub/tzdata2007a.tar.gz archives is your safest
bet for the binary files; the "zic.8.txt" file is your safest bet for
the source files.
