FW: Updating zoneinfo.zip on Windows

Those of you who are on the time zone mailing list should direct replies
appropriately.

(Microsoft has distributed time zone updates via update.microsoft.com,
but the updates didn't show up until earlier this year.)

I'm currently working with WebObjects 5.2.3 on Windows and have been
unsuccessful in upgrading the WebObjects zoneinfo.zip with the time zone
update.
 
Will the timezone updates provided in tzcode2007c.tar.gz and
tzdata2007c.tar.gz work for Windows?  If so, could you provide
instructions on how to install it on windows?  
 
Any help would be much appreciated.
