HST vs. HAST

Legally, the "seventh zone" of the Uniform Time Act is called the Hawaii-Aleutian zone, so the "A" should be included. However, outside Alaska (where Adak is located), it is commonly referred to (example, the Hawai`i tourism site http://www.gohawaii.com/oahu/learn/introduction) without the word Aleutian, and the abbreviation would logically reflect that.

A newbie question that could have an answer similar to the recent question about Australian time zones...

I note that Pacific/Honolulu and Pacific/Johnston say HST rather than HAST; but America/Adak says HA%sT.  Is there a reason for leaving out the 'A' for Hawaii and Johnston Atoll?
