daylight saving in Egypt

shows a change time of Thursday, August 28, 2008 at 11:59:59 PM

So it looks like even thought the 2008 date passed, it has been picked. 
Anyone knows how official this 2008 date is? Would be nice to do the 
2008 early in advance.
