Those of you who are on the list, please direct replies appropriately.

Hsv is correct that there's no real shift in April 2005 or April 2006.
While the current rules do the right thing, I plan to include a change
from...
	Rule	Cuba	2000	2006	-	Apr	Sun>=1	0:00s
1:00	D
...to...
	Rule	Cuba	2000	2004	-	Apr	Sun>=1	0:00s
1:00	D
...in the next bundle of changes for clarity.

but at those Aprils in 2005 and 2006 there is no real shift.
Is this right?
