I sent a patch to tz at elsie.nci.nih.gov a couple of days ago.

It seems it ha had having problems. Anyway, it had a mistake. 
So, here there is a new one. It has the link to the Supreme 
Decree available at SHOA site (the Navy Division in charge 
officially of the chilean time).
