Hmm...I've heard just the opposite:  that the abbreviations are intended
to reflect popular usage regardless of what any laws say.  For example,
Pacific/Honolulu has "HST" for "Hawaii standard time" even though
the legal name is "Hawaii-Aleutian standard time."
