According to the tar ball tzdata2008c.tar.gz following results are coming:

PKT isdst=0

PKST isdst=1
Asia/Karachi  Sun Aug 31 17:59:59 2008 UTC = Sun Aug 31 23:59:59 2008 
PKST isdst=1
Asia/Karachi  Sun Aug 31 18:00:00 2008 UTC = Sun Aug 31 23:00:00 2008 
PKT isdst=0


But, accordin to the Pakistan requirement this is the requirement:
