Because it is effectively data, it is used by the tzdata files, and changes
in sync with those.

The data files want something called yearistype not yearistype.sh - the
original has the .sh because it is written as a sh script.   It could be
re-written in C, perl, python, ruby, ....   The "executable" still needs to
be yearistype but there could be different implementations of that in
different languages.
