revised proposed changes to "asia" file

Hi there.

      many thanks for you time and effort.

      The proposed change for Jordan reads to me as "Jordan DST starts on
the last Friday of March since 2000".
Rule Jordan 2000 max - Mar lastFri 0:00s 1:00 S

      However I believe the sources quoted in the "Jordan DST out by a day
since 2002 ?" thread state that it should be since 2002 with no mention of
any pre-2002 values, implying to me that the original 2000 and 2001 "last
Thursday of March" values were correct.
      Apologies if this is not the case.
