Time Zone change for San Luis, Argentina

Hi all,

First, let me thank to all of you for your excellent work maintaining the
time zone database.
I'm user of several programs using your database as source and I want to add
a new time zone for San Luis, Argentina because currently we are using a
different time zone that all the rest of the country.
This is the link for the local law (spanish) that define the new time zone:

Basically the law says:
1) We will use the time zone GMT-3 from the 0 hour from the second Sunday of
October to the 24 hours of the secong Saturday of April.
2) We will use the time zone GMT-4 from the 0 hour from the second Sunday of
April to the 24 hours of the secong Saturday of October.

I hope this can help you to include these changes in your database to be
able to select the correct time zone for my State.
