Hi all,

First, let me thank to all of you for your excellent work maintaining
the time zone database.
I'm user of several programs using your database as source and I want to
add a new time zone for San Luis, Argentina because currently we are
using a different time zone that all the rest of the country.
This is the link for the local law (spanish) that define the new time
zone: http://ministerios.sanluis.gov.ar/res/media/pdf/18459.doc
Basically the law says:
1) We will use the time zone GMT-3 from the 0 hour from the second
Sunday of October to the 24 hours of the secong Saturday of April.
2) We will use the time zone GMT-4 from the 0 hour from the second
Sunday of April to the 24 hours of the secong Saturday of October.

I hope this can help you to include these changes in your database to be
able to select the correct time zone for my State.
