The page shows DST in 1979 from July 1 to September 30, while the current "asia" file shows DST in 1980 from July 1 to September 30.
"summert.htm" and "asia" are otherwise in agreement.
Since "summert.htm" is from a "gov.tw" site, I'm inclined to make the change.
