yes... I can confirm this... and given that San Luis keeps calling 
UTC-03:00 "summer time", we should't just let San Luis go back to "Arg" 
rules.

I think this is the patch necessary to update San Luis situation:

In this way we acknowledge that San Luis is still using "Western 
ARgentina Time" and it got stuck on Summer daylight savings time even 
though the summer is over.
