Another draft bill 441798-5 to abolish the "summer time" submitted to the State
Duma on October 19, 2010:

Instead of the seasonal clock change to "summer time", the bill proposes a
change to actual working hours for organizations and institutions around the
country beginning on the first Monday in April through the first Monday in
November of each year.
If the bill is approved, it would come into force on 1 January 2011.
