[tz] User time zones

My boss is forcing me to have both UTC and local time in the database. I've pointed out this is a colossal waste of time and space and then said, "Yes, sir.":)

What others have said, I would put simply: always transmit and store times 
in UTC. Only convert to local timezones in user interfaces.  Otherwise, 
you'll lose your mind, fast.

Also, force your data sources to use UTC.  Otherwise, they'll lose their 
mind too.
