Chile extends daylight saving time again

Here is a diff file for this year's latest Chile change; I think I have this right.  They're going to reevaluate next year, so I made it a one year change only, but if it becomes permanent, all that should need to be done is to change the 2011 rules from "only" to "max" and eliminate the 2012 rules.  Assuming that I've interpreted the new rules from the brief newspaper summaries correctly.
