update to proposed changes

The proposed changes below incorporate the suggested change in translation of
comments regarding Chilean DST, a reference to the English-language page
regarding DST in Morocco, and a change so that DST in Morocco ends at
midnight rather than 1:00. These changes are against the current ftp versions.

I'll try to update the ftp versions on Friday.

And...messages don't seem to be appearing on...
