Below find proposed time zone package changes; the executive summary:
africa Four instances of 2:44:45 changed to 2:45
(one in a comment, one each in zones
Africa/Dar_es_Salaam, Africa/Kampala, Africa/Nairobi)

australasia Samoa uses DST in 2011-2012
(thanks to Laupue Raymond Hughes)
The Samoa changes affect time stamps beginning later this month.
I'm holding off on West Bank and Gaza changes pending further information and
feedback.
If no problems are found, these changes will show up on the ftp site on
2011-09-12.
