proposed time zone package changes (Belarus, Newfoundland, Palestine)

I am not convinced that the proposed change adequately reflects the fact
that Asia/Gaza and Asia/Hebron _started_ DST on different dates in 2011.
Gaza commenced DST on Sat 2nd April, whilst Hebron commenced DST a day
earlier, on Fri 1st April (on the same date as Asia/Jerusalem, although
at a different time).
