Could you name what areas you refer to, so people can search more
precisely for what you want to know?

Which reports do you refer to?

In 2011 there were talks on the mailing list about issues with Yakutia
and with Sakhalin.

I myself did suggest new zones that may be needed, given the old
information in the tzdb was correct:

Can you cite a reference for that claim?

"folks" sounds quite unspecific. Do you mean people living in areas
that "did not turn its clocks back in the fall" as claimed in the
first sentence?
