That's your opinion, and you're welcome to it.

The issue is that it isn't just capitals.  You mentioned those and some other people mentioned them, but others have discussed this as a generic wish to be able to point to some spot on a map, or mention the town they are in, and have the right timezone pop up.

That's a perfectly valid wish but it's a UI matter, and it belongs in systems that have the space for such databases.
