[tz] Fiji DST for 2012-2013 announced

According the the Fiji Government Online Portal, "The Minister for Labour,
Industrial Relations and Employment Mr Jone Usamate today confirmed that
Fiji will start daylight savings at 2 am on Sunday 21st October 2012 and
end at 3 am on Sunday 20th January 2013."
