Then they're doing it wrong.

Does anyone remember when zone.tab was added to the distribution?  I
wrote an application to use it more than ten years ago.  FreeBSD users
have long been asked to select among:

	east China - Beijing, Guangdong, Shanghai, etc.
	Heilongjiang (except Mohe), Jilin
	central China - Sichuan, Yunnan, Guangxi, Shaanxi, Guizhou, etc.
	most of Tibet & Xinjiang
	west Tibet & Xinjiang

We don't present the TZids at all.  Users are welcome to learn about
them, and they have some utility for command-line use with date(1),
but they truly are an implementation detail.
