This feature was removed, alas, as part of the
transition from SCCS to git.  Git doesn't substitute
for those version strings.  See:

Version strings were added in a different way, for
programs like zic that have a version output.  See
TZCODE_VERSION and TZDATA_VERSION in the
latest Makefile.
